Note: When I try to reach them by phone sometimes it just forwards to their 'message center', or an 'attendant' who is unwilling to take any 'responsibility' by providing an E-Mail address or even to HELP them by inform them about the law, instead saying 'we can't do a stop payment on ACH' (nonsense!)

Please make them stop their illegal activity. PayPal is trying to charge without consent (they are only allowed to use debt card, & only when I request the transaction, not 'automated ach' or 'recurring scheduled payment' things), and Rabobank keeps letting them try to overcharge, which violates the 'Overdraft Protection Act Of 2013 (H.R. 1261) & various other laws. PayPal is essentially trying to steal about $380 from me this way, & Rabobank about $172 in fake 'overdraft fees', total about $552. I want Rabobank to block ANY AND ALL TRANSACTIONS except for debt card and me personally writing checks (but I don't even use checks so this shouldn't be an issue). I also have paperwork from branch manager 'Lettie Fuller' verifying I requested this. Also, PayPal is committing fraud illegally trying to ram through 'virtual check' (ACH?) withdrawls on my bank account without my request or consent, repeatedly (every day or so?), & Rabobank (robberbank? =)) keeps letting it happen even though I keep telling them to stop it via various phone calls to various rabobank official numbers.
They should also reverse all these fraudulent charges and the illegal use of 'over the limit fees' & other nonsense they are using to try and steal money from me, and they should not report these so-called 'overdrafts' to credit bureaus or stuff either, as that would amount to 'defamation'. I would suggest you also fine both Rabobank & PayPal for committing those crimes so they are deterred from doing it again, because it would cost them money instead of be 'just another dead end' in a 'profit through crime' game they do. To explain, often corporations & stuff look it as a 'ratio' thing, like if they have to pay 10 million dollars in fines, but are able to steal 20 million, they see it as a 'win'. Please make an example of them somehow to stop those kind of tactics. More detail...
On 5-30-2017, I went to Rabobank in Grover Beach, California, where branch manager Lettie Fuller agreed to block a variety of transaction types like all over the limit transaction attempts especially from companies like PayPal. I have physical paperwork from her to verify this, so if you want photos of it or the original copies, let me know and I can send it. It's a bit besides the point however because things like the 'Overdraft Protection Act Of 2013' (H.R. 1261) are supposed to block that by default. Not only have I not 'opted in' for 'over the limit' stuff to occur, but I have also contacted them repeatedly telling them I did not authorize the various 'overdrafts' PayPal is trying to take out.
PayPal is only supposed to only charge me via debt card, and only when I manually make a payment via their site, etc. I did not sign up for 'recurring monthly billing' or whatever via 'ACH' or other means, thus PayPal is committing criminal fraud much like a 'Nigeran $cammer' might use bank account details to try and steal money from checking accounts. The reason I gave PayPal my banking details was only specifically to avoid having to pay fees for them to send me physical checks when I am paid by Ebay buyers, so instead they can DEPOSIT (not withdraw) money when I specifically ask for it to be transferred FROM my PayPal account and INTO my bank account. It was not a permission to take money OUT of my bank via 'ACH'.
The whole 'over-the-limit $cam' thing & other frauds by big banks & corporations are common, and over the years I received various monetary awards as they lose various class action law suits & stuff. It's a shame that they keep trying to do such criminal activities and I have to keep reporting it. Please see that they put a stop to it. Rabobank is already trying to steal over $172 from me in various 'fee$' over a single UNAUTHORIZED $35 'ACH' transaction that keeps getting 'repeated' (again, without my consent). Rabobank sends me letters about every coupe days relating to these fake charges & I keep notifying them to stop the fraud that is occuring, & now they sent a letter saying by 18'th of May they will turn this over to 'collections', which I guess adds 'defamation' to the other 7 or so laws the bank & paypal & the 'ACH proce$$or' seem to be colluding to break together? Part of their $cam stems it seems is they think they have some kind of 'right' to try and steal from me because I didn't let them steal from me by forcing me to pay return shipping on counterfeit items from criminal sellers on Ebay, and them pretending I did not pay them twice in 2 months (they claimed I owed them a THRID payment!) after they pretended they were not paid the first time (a tactic of lying to customers to get paid faster?). It's a bit like if somebody claims you owe them a cheeseburger, so they randomly take your shoes & other things (even though you didn't consent to such a trade) simply because they happen to be within reach. That's is not legal.
They violate their customer contract & dispute terms then pile their frauds on top of it, and their partner in crime Ebay (& in other cases 'big' partners of theirs like 'Sekaimon') also tries to avoid responsibility, saying via phone (they have no way to even report frauds online really) I need to get 'a note from the manufacturer' to 'prove' something is counterfeit (which is not the case) = lame. PayPal is trying to steal over $382 from me when my actual account balance should be around $250, & Rabobank is trying to steal about $172 from me on top of that:
& this isn't the first time PayPal & Ebay have tried to scam me. Here is another example, where Ebay & a very big so-called 'partner' of theirs collude to commit fraud on a massive scale across many of their victims on Ebay. It's unfortunate that Ebay & PayPal constitute a 'de-facto monopoly' as the only way to get traffic for selling things online pretty much, but that does not make it OK when they try to steal from people. We don't really have a choice where else to advertise if we want to actually make online $ales, and I guess it's not so bad because they don't seem to 'ban' us 'little people' (I guess because they know it is Ebay & the 'big guys' doing the bad deeds), so whatever:
& of course, Ebay deletes the pages relating to that after a few months, but I saved them all if you want to review them. Let me know please =)
