The Five Cities Agreement:
The issue of the agreement concerning Kafriya and al-Fu’ah, or what has become known as the "Five Cities Agreement," has become a popular topic among the public in Syria over the past few days. It was agreed between HTS and Iranian negotiators in the Qatari capital Doha, about the evacuation of the people of Kafriya an al-Fu’ah in addition to the people of Madaya, Zabadani and Bloudan in rural Damascus.
The agreement came after a series of meetings between representatives of the Iranian side and representatives of HTS, sponsored by Qatar.
The agreement provides for a nine-month cease-fire to enter into force on Wednesday, March 29, 2017. It includes the two towns of Fu'aa and Kafriya, the towns of Taftum, Banhash, Ta'um, Broma, Zardana, Shilkh, Ma'ara Misrin, Ram Hamdan, Idlib City, Zabadani, Madaya and Buqain countryside in northwestern Damascus, and Yilda, Beblah and Beit Souham neighborhoods south of Damascus.
The agreement also includes the full evacuation of the residents of Al-Fuaa and Kafriya with a period of 60 days distributed in two phases during the month of April next, in exchange for the people of Zabadani and Madaya to any place to be determined.
The agreement also includes the introduction of humanitarian assistance to the areas mentioned, with the release of 1,500 prisoners from the regime's prisons (mostly women), in the second phase of the agreement.
The agreement is not the result of the moment; it is an extension of the Armistice Agreement signed by the Jaish al-Fath with Iranian representatives in September 2015. Despite the seriousness of this agreement, its timing, its dimensions and the question marks that surround it, the way of reaching the agreement by HTS, was met with deep resentment by activists, public circles and revolutionary figures.
From the beginning of the armed revolution until the signing of the agreement, it was merely talking about negotiations with the enemy (whatever it was a motive or objective) as prohibited, forbidden, betrayal and "selling the blood of the martyrs and their sacrifices," according to the Dictionary of the "HTS" or the "Nusrah Front" in particular. They have always attacked the Free Syrian Army factions, seized their headquarters and chased them with such arguments and reasons. They even criticized the rebels when they left Aleppo and accused them "indirectly" of handing over the city and neglecting it.
And overnight became the haram of yesterday's today’s halal, and the negotiations became tied to the mafsadah and the maslaha and the negotiators themselves estimate it, while that was previously a betrayal in general and no accepted approach, whatever the motives.
Many questions were raised on the lips of the activists and the people in general: What if the signer of the agreement was not Jaish al-Fath, but one of the factions of the Free Syrian Army? We saw charges of apostasy, treason and betrayal, and there was a competition in the electronic army to topple the participant in negotiations and agreements .. !!
Did not negotiate in Astana constitute apostasy? But as for negotiation with Iran then this is faith and unity?
Sheikh Abdul Razzaq al-Mahdi, one of the senior sheikhs who joined HTS and then left it later, criticized HTS's silence about the details of the agreement and the lack of annunciation about it. He said: "The agreement of Kafriya and al-Fu'a is evil, because none of those who participated in drafting it dared to come out to the people in public to talk to them about the motives of this option, the price of acceptance and what the measures are to load its consequences on the liberated North ...?! And in the hadith, he may peace be upon him said: “Sin is what wavers in your chest and you hate the people to find out about.”
Dr. Ayman Harush also criticized the policy of double standards practised by HTS on the subject of negotiations, where he said:
- The negotiations with Iran in Doha are legitimate in its basis and as we backed every political move we support this also within the constants and standards that we mentioned, but we have comments on this one.
- They criticized the factions and accused of treason for less than this so it is obligatory to restore the material and moral rights of those who have been abused and stop the bad manners.
- We are surprised by the ignorance of the scholars and sheikhs of fatwas and courses, and if they take things back let them apologize to those they insulted.
- From the right of others is that they say about you what was said about them from political overcoming, betrayal of the martyrs and subordination to the backers but this is not from their character.
- You will compare the results of your negotiations and not secretly and you will see how it you wronged people who preceded you in Jihad and politics and how you dragged the people to tragedies because of your teenagers and your agreements.
- Here we do not excommunicate or accuse of betrayal, but we refer to the results of the policy of accusing of treason and takfir and damaging the view on Allah’s rule.
- (We refer to the politics of some channels, acquaintances and figures who see the Free Syrian has a sore eye and start to pluck out its eye but don’t see methodological one-eyednes and invite to kiss their heads.)
Various views and much of the criticism seems to indicate that the Syrian people and the revolutionary circles in general have become so aware that they are no longer fooled by the tricks of bidding, negligence and flexing the muscles, as it proved that the faction no matter how strong militarily, it will fall dramatically once it lets its own interest prevail over the interest of the people.

A former Shar’i of the Nusra Front: HTS is Conducting Direct Negotiations with the Iranians in Qatar

The former Egyptian Shar’i of the Nusra Front, Sherif Hazza, released a surprise on social networking sites after he revealed the existence of negotiations between the HTS and Iran in Qatar.
In a publication on his Facebook page, Hazza said he had information about the presence of Hossam al-Shafei, the official spokesman of HTS, in the State of Qatar, to conduct direct negotiations with the Iranians.
Hazaa called on HTS to "deny this news if it is a lie and clarify it if it is true." He said: "We want an official statement without comments from a fanatic."
HTS has a channel of communication with the State of Qatar. It is the same channel of communication between the "Jaish al-Fath" and the small Gulf State, which the Front maintained after its secession from Al-Qaeda as the "JFS" and after its involvement in the "HTS" as one of its most important components.
Abu Mariah al-Qahtani, the Shar’i and well-known leader in the ranks of HTS, has many positions in his coordination with the State of Qatar.
Qatar at the official level denies any contact with the Nusra Front. Qatar's foreign minister, Khalid bin Mohammed al-Attiyah, said in late 2015 that his country "has contacts with all movements in Syria except the Nusra Front".
It is noteworthy that Sharif Hazza, nicknamed "Abu Ayyub al-Ansari" came to Syria after he resigned from the Egyptian "Hizb al-Nour al-Salafi" and joined the "Nusra front" as a judge, unlike his fellow Egyptians who chose to join the movement of Harakat Ahrar al-Sham al-Islamiya.
Hazza stayed as a judge in the Nusra Front until the latter launched her famous attack on the Free Syrian Army's 13th Division, when he rejected this attack and submitted his resignation.
