When you register on JustPaste.it you are able to message other users. Some profiles can get very popular and can receive too much messages.
Now you are able to select, who can start new conversation with you. In Settings, Privacy tab you will find a dropdown that allows you to pick between: Nobody, Only your contacts and Everyone.
