MESSAGE
from the Ameer of Islamic Movement of Uzbekistan, mujaahid Usman Ghazii, to the Ameers of muhajireen, ansars and mujaahids in Khurasan
بِسْمِ اللهِ الرَّحْمنِ الرَّحِيم
Indeed, all praises belong to Allah alone, and peace and blessings be upon our prophet Muhammad (s.a.w.) who was the Ameer of muhajirs and ansars, and the leader of all mujaahids. As follows:
Assalamu alaikum dear mujaahid brothers!
Our Islamic Movement of Uzbekistan has experienced many hard and different tests during its twenty years of jihaadi activities. It is a blessing from Allah that we have done jihaad in Uzbekistan, Tajikistan, Chechnya, Kirghizistan, Afghanistan, Pakistan and in the land of Sham. Alhamdulillah, during those years we have accumulated enormous lessons from the members, leaders of other Islamic and jihaadi jamaahs and lessons from the prominent contemporary personalities of the Ummah which are being implemented in our daily lives.
From those lessons we count:
- trustworthiness and loyalty among mujaahids;
- not falling to the plots of the disbelieving nations;
- not cooperating with cunning hypocrites in their fitnas and not collaborating with the enemies of the Religion in their fight against Islam;
- not abandoning other muslims for our peaceful existence;
These are some precious and nearly extinct qualities among the modern-day Ummah and we have been trying to put them into practice according to the Qur’an and the Sunnah.
Our objective is to reclaim our Deen of Islam which has become strange in our days, to revenge for and protect our debased honours and integrity, and to give victory to the Shariah of Allah on His Earth. On this noble path we lost and continue to lose many of our brothers whose number is much higher than that of those who are still living in our Jamaah. They were our most-beloved and invaluable men and our bests in the Deen. It is the path on which we are ready to sacrifice as much as we can and we are pleased with it. May Allah help us reach our objectives. We aspire that our Islamic Caliphate will be re-established and the word of Tawheed will be highest on the Earth.
We hope that you, oh brothers, have similar objectives too. All mujaahids love to talk about their goals and aspirations, but it is indeed a known fact that those goals and aspirations cannot be attained through lip-service! I emphasize that at first we MUST implement the Shariah, to which we would love to give victory, within ourselves! How can we call others to Islam while we are not of those who follow it?! How can we demand something from others while we are not willing to submit when we are asked to?!
Sadly, we have witnessed some martyrdom–seeking brothers who had difficulties in obeying and submitting to the Shariah. Let’s remember why and with which aspirations the Ameerul mu’mineen Mullah Muhammad Umar started his mission. Let’s think about, why the doors of futuhat (openings) are still closed while we have more facilities and potentials than those of Mullah Muhammad Umar when he began his pursuit? When we start to ponder over it?
Yes, we have tranquillity in our hearts that we are not going to be asked about futuhat (openings) on the Day of Judgement. Nevertheless, shouldn’t the end-result of these sacrifices be the Shariah? Aren’t we, the Ummah of Muhammad (s.a.w.), responsible to Allah for not striving to end disbelief, mischief and corruption on the Earth and establish the Islamic Shariah on it? Or have we forgotten that after the martyrdom of the leaders of so many jamaahs in the last century, the flag of leadership passed either to the traitors or to the democrat-disbelievers?!
Therefore, I call you to fear Allah and to think and contemplate on these issues more deeply! Let’s all have taqwa from Allah! Let’s avoid being regretful and lamenting when we are gathered and meet each other in front of Allah on the Day of Judgement! For that reason, let’s exploit and utilize all of our time, efforts and potentials in this transitory and quick-passing Dunya! Let’s all collaborate in liberating the oppressed muslims, in helping the needy and in uniting the disunited Ummah! In order to do this, let’s start to implement the ahkam (rulings) of the Shariah in our families, homes, streets, districts and in whatever areas where we have some strength and influence! Let’s cleanse newly invented and fabricated traditions and rituals in the deeds and ideologies of those muslims who live nearby, wake them up from their ghaflah, call them to jihaad and invite them to the ranks of mujaahideen.
Oh you ameers and commanders of muslims! Many brothers are sacrificing their lives and carrying out martyrdom operations in front of our eyes; this includes those brothers who gave pledge of allegiance to obey us. I call you to save ourselves from being treacherous to their blood. On the Day of Judgement every responsible person, every commander and every ameer will be asked about their deeds concerning those under their guardianship! Our shuhada (martyrs) were truthful regarding their pledges. Are we, the muslims who are still living in Dunya, being truthful regarding our covenants with Allah that we will implement the Shariah?
Our Lord says in His Noble Book:
يأَيُّهَا الَّذِينَ ءَامَنُواْ لِمَ تَقُولُونَ مَا لاَ تَفْعَلُونَ ÇËÈ كَبُرَ مَقْتاً عِندَ اللَّهِ أَن تَقُولُواْ مَا لاَ تَفْعَلُونَ ÇÌÈ إِنَّ اللَّهَ يُحِبُّ الَّذِينَ يُقَـتِلُونَ فِى سَبِيلِهِ صَفّاً كَأَنَّهُم بُنْيَـنٌ مَّرْصُوصٌ ÇÍÈ
“O you who believe! Why do you say that which you do not do. Most hateful it is with Allah that you say that which you do not do. Verily, Allah loves those who fight in His cause in rows as if they were a solid structure.”
“As-Saff”, 2nd, 3rd and 4th ayahs.
Please, pay attention to the forth ayah. It could be enough to say “Allah loves those who fight in His cause”, because the pronoun “those” in “those who fight” indicates plural form. Nevertheless, Allah subhanahu wa taala does not stop with “those” to enjoin fighting upon muslims in general. Instead, He emphasizes and adds the words “in rows”. Indeed, it is unintelligent to fight in disorganized form, thus the ayah says “Allah loves those who fight in His cause in rows”.
Still, Allah taala with His Infinite Wisdom does not stop here as well and adds “as if they were a solid structure.” The word “marsus” means that its parts are firmly connected to each other; They are like a firm structure which does not move, because its parts are cemented to each other.
Look at these four emphases in the ayah, this is because of the importance and significance of this action. Allah says: “Verily, Allah loves those who fight in His cause in rows as if they were a solid structure.” Let’s be of those beloved slaves. What prevents us from being beloved slaves? Indeed, the responsibility lies not on those who are subordinates, but on ameers only.
It has become normal thing among Ummah that there are my jamaahs, movements and groups. But the result of the activities of the jamaahs MUST be towards the unification under one iron fist. Sadly, those who are initiating the unification process are becoming shaheed before the process is accomplished or the number is increasing from splitting of existing jamaahs because of mutual quarrels and differences. We MUSTN’T allow this to happen! Nevertheless, whether we want it or not, the rows will be cleansed, purified and the wicked will continue to be distinguished from good. This is a divine decree! Who is doing jihaad for Sake of Allah, who has intention other than this – all ill-secrets hidden in the hearts will come up to the surface and real faces will be known.
Nowadays, another factor that is preventing Ummah from being united is TRIBALISM. It is the most dangerous and the most fundamental illness after shirk (polytheism)! It is one of the evil beliefs that caused the humiliation of the Ummah! If we do not get rid of this illness of ignorance (jahiliyya), we can not make the Word of Allah the highest on the Earth! Arabs are not better than non-arabs or uzbeks are not better than pashtuns! Only taqwa and again the taqwa makes someone better than another.
Allah taala says in Qur’an:
يأَيُّهَا النَّاسُ إِنَّا خَلَقْنَـكُم مِّن ذَكَرٍ وَأُنْثَى وَجَعَلْنَـكُمْ شُعُوباً وَقَبَآئِلَ لِتَعَـرَفُواْ إِنَّ أَكْرَمَكُمْ عَندَ اللَّهِ أَتْقَـكُمْ إِنَّ اللَّهَ عَلِيمٌ خَبِيرٌ ÇÊÌÈ
“O mankind! We have created you from a male and a female, and made you into nations and tribes that you may know one another. Verily, the most honorable of you with Allah is that (believer) who has At-Taqwa. Verily, Allah is All-Knowing, All-Aware.”
“Al-Hujurat”, 13th ayah.
I would like to state that there are brothers from various nations in the ranks of Islamic Movement of Uzbekistan. Our jihaad is not restricted to a particular time or a particular land. Indeed, we sided with the unification by giving bay’ah (pledge of allegiance) to another ameer (i.e. to Mullah Muhammad Umar from Pashtun tribe) and living with obedience while other jamaahs were not willing to do so. We proved our words in practice. We were obedient to an afghan voluntarily when even some afghans disobeyed him.
During the years of Islamic Emirate the Ameerul mu’mineen gathered all muhajirs under one military division (LIWO) and appointed Commander Jumaboy (shaheed, rahimahullah) as its commander. Even though there were big jamaahs and jihaadi teachers who were more suitable for this banner, the Ameerul mu’mineen chose us. And we were carrying the responsibilities of that military division (LIWO).
وَاعْتَصِمُواْ بِحَبْلِ اللَّهِ جَمِيعاً وَلاَ تَفَرَّقُواْ وَاذْكُرُواْ نِعْمَةَ اللَّهِ عَلَيْكُمْ إِذْ كُنتُم أَعْدَآءً فَأَلَّفَ بَيْنَ قُلُوبِكُمْ فَأَصْبَحْتُم بِنِعْمَتِهِ إِخْوَاناً وَكُنتُمْ عَلَى شَفَا حُفْرَةٍ مِّنَ النَّارِ فَأَنقَذَكُمْ مِّنْهَا كَذلِكَ يُبَيِّنُ اللَّهُ لَكُمْ ءَايَـتِهِ لَعَلَّكُمْ تَهْتَدُونَ ÇÊÉÌÈ
“And hold fast, all of you together, to the Rope of Allah, and be not divided among yourselves, and remember Allah's favor on you, for you were enemies of one another but He joined your hearts together, so that, by His grace, you became brethren, and you were on the brink of a pit of Fire, and He saved you from it. Thus Allah makes His Ayat clear to you, that you may be guided.”
“Al `Imran” 103rd ayah.
عَنْ جُبَيْرِ بْنِ مُطْعِمٍ ، أَنَّ رَسُولَ اللهِ صلى الله عليه وسلم ، قَالَ : لَيْسَ مِنَّا مَنْ دَعَا إِلَى عَصَبِيَّةٍ ، وَلَيْسَ مِنَّا مَنْ قَاتَلَ عَلَى عَصَبِيَّةٍ ، وَليْسَ مِنَّا مَنْ مَاتَ عَلَى عَصَبِيَّةٍ.
Jubair ibn Mut’im (r.a.) narrates from Rasulullah (s.a.w.) who said: “Whoever calls to tribalism is not from us, whoever fights for the tribalism is not from us and whoever dies on tribalism is not from us.”

As the Ameer of Islamic Movement of Uzbekistan I approach the ameers of all jihaadi jamaahs operating in Khurasan, regardless being big or small, let’s unite in the Way of Allah! Now the time has come to distinguish the ranks according to the aqeeda of al-wala wal-bara (loving for the Sake of Allah, hating for the Sake of Allah)!
The arch-enemy of Shariah, Pakistan kufr government, has been engaged in eliminating soldiers of Allah with the help of USA (United Snakes of America). In the last ten years, thousands of muhajirs and ansars from both arabs and non-arabs became shaheed in Pakistan; especially after the collapse of Islamic Emirate of Afghanistan the ameers and commanders of big and small jamaahs were killed treacherously in Waziristan and in other regions of Tribal Areas. This kufr government has murdered many of our beloved brothers. I won’t be overestimating if I say that the enmity of Pakistan has surpassed multiple times the animosity of USA towards Islam. In these days our muhajirah sisters who made hijrah to save their Deen are becoming shaheed along with their children by the bombs of Pakistan fighter jets. There are also many sacrifices in persons from peaceful local people. The disbelievers of Pakistan has gathered to eliminate us in order to please their elder disbelievers. Therefore, since our Lord, Prophet, Deen, aqeeda, qiblah and objectives are same, let’s turn unto one force when they are targeting us. When the Ummah is in need of leaders like Abu Bakr as-Siddiq (r.a.) against murtaddeen, let’s become one iron fist and hit the apostates. How long do we continue to be disunited? Did we forget the oppression and crimes of Pakistan kufr government which sided with America to attack the Islamic Emirate, caught thousands of arab and non-arab muhajir-mujaahids and sold them to the disbelievers, and mercilessly killed our muslimah sisters in Lal Masjid, Islamabad?! If we do not go against our nafs, and do not unite and take weapon against this blood-sucking government today, our Lord, Al-Qahhar will surely change us tomorrow and bring other people who will be steadfast on the issue of al-wala wal-bara, severe to the disbelievers-apostates-hypocrites-traitors and merciful to the believers.
We do not know how long we live! Even if we live only one day, let’s live in unity! The enemy is not afraid of our big numbers, but they are afraid of our unity. Come and let’s do the action that displeases our enemies and pleases our Lord! Let’s earn the reward in the way of unification of this oppressed Ummah. In reality, we are obliged to do so.
If it is difficult for us to unite and gather under one ameer, if we don’t trust the leadership of someone, let’s step to an easier task temporarily. Let’s at least cooperate in the field of jihaad and in other virtuous tasks.
... وَتَعَاوَنُواْ عَلَى الْبرِّ وَالتَّقْوَى وَلاَ تَعَاوَنُواْ عَلَى الإِثْمِ وَالْعُدْوَانِ وَاتَّقُواْ اللَّهَ إِنَّ اللَّهَ شَدِيدُ آلْعِقَابِ ÇËÈ
“... (O you who believe!), Help you one another in Al-Birr and At-Taqwa, but do not help one another in sin and transgression. And have Taqwa of Allah. Verily, Allah is severe in punishment.”
“Al-Ma'idah”, 2nd ayah.
In this cooperation no jamaah should be neglected outside. We should continue to serve and carry out our duties without discrimination or offence. Every jamaah has its shortcomings, therefore we mustn’t allow those who cause and spread fitna to make mischief regarding these shortcomings. Today, it is utmost important to establish cooperation among jamaahs, forgive each other and not letting anybody to look for faults of others. We are not approaching you and sending this message because of the problems we are facing today. Yes, we are weak. But it is not secret to anybody that we have been doing jihaad in two fronts, namely Afghanistan and Pakistan, and we haven’t feared countless blames of the blamers for ten years, haven’t stretch our hands to the disbelievers, and we trust only upon Allah, ar-Rahman and ar-Rahim, and His help, not upon our numbers, weapons or wealth.
I reiterate that I swear by Allah, we have been doing jihaad trusting only upon our Lord and His help, even though all Ummah living in Khurasan blamed us saying: “These foolish people do not listen to anybody. It is not possible to fight against Pakistan” and thus they issued fatwas against us and abandoned us in the battlefield.
Our slogan has never changed: “Either Shariah or shahadah!”
If we cannot unite our ranks against Pakistan kufr government with this message, then bear witness that we have fulfilled our obligation in front of our Lord! Oh my Lord, You are witness that I delivered the message. Oh my Lord, You saw, heard, knew and witnessed that I delivered the message. Oh my Lord, You are witness that I delivered it.
May Allah taala make us His beloved ones who fight in His cause in rows as if they were a solid structure. Wassalamu alaikum wa rahmatullahi wa barakatuh.
