Shri Harsh Mangla, IAS (Jharkhand 2008), has been appointed as Joint Secretary in the Department of Health & Family Welfare for a tenure of five years, effective until January 24, 2027. He succeeds Ms. Latha Ganapathy, IAS (Tamil Nadu 2007), in this role, as approved by the Appointments Committee of the Cabinet at the Joint Secretary level (Level 14).
An accomplished officer from the 2008 batch of the Indian Administrative Service (IAS) in the Jharkhand cadre, Shri Mangla brings a strong academic background and extensive governance experience to his new position. He completed his B.Com (Honours) from PGDAV College (Day) at Delhi University with first division marks. Subsequently, he became a Chartered Accountant through the Institute of Chartered Accountants of India. To further enhance his administrative skills, he earned a Master’s degree in Public Policy & Management from Indira Gandhi National Open University (IGNOU), also achieving first division. Additionally, Shri Mangla has completed specialized certificate courses from The World Bank in Procurement and Contract Act, both with distinction, demonstrating his commitment to continuous learning and professional excellence.
Throughout his distinguished career, Shri Mangla has held various challenging administrative and leadership roles. His experience includes serving as Director of Health & Family Welfare, Director of the School Education Department, and Tribal Welfare Commissioner, where he played a crucial role in policy implementation, capacity building, and program delivery. He has also served as the Deputy Commissioner of Garhwa, Godda, and Dumka, earning recognition for enhancing grassroots governance and promoting developmental initiatives.
In addition to his administrative roles, Shri Mangla served as Joint Secretary in the SC/ST Welfare Department of Jharkhand, focusing on empowerment and inclusion. He has also held positions such as Inspector General (Jails), Director of Housing & Urban Development, and Administrator of the Central Co-operative Bank Ltd. in Dumka, showcasing his versatile governance experience across finance, housing, urban development, and home administration.
Known for his analytical skills and people-centric approach, Shri Mangla has consistently demonstrated his ability to balance efficiency with empathy. His diverse administrative background in sectors such as education, tribal welfare, and healthcare positions him well to contribute meaningfully to policy planning and implementation in the Department of Health & Family Welfare.
