Raj Sports is a company run by the Batal family and owns the NBA's Sacramento Kings and the American Women's Football Portland Sons.
Portland had a WNBA team, the Portland Fire, from 2000 to 2002, but it was disbanded.
The new team will play at the Moda Center, which is used as home ground by the NBA's Portland Trail Blazers.
The WNBA is enjoying its heyday with women's basketball star Caitlyn Clark joining the Indiana Fever.
Clark's professional debut in May was counted as 2.3 million people watched the game on TV.
This was the highest number of viewers for a WNBA game in the U.S. since the 2001 Los Angeles Sparks and Houston Comets game with 2.45 million viewers.
