Windsor Gets Quarterly Casino Payments From OLG

Despite the casino crisis across Ontario this week, the Ontario lottery and gaming company is sending quarterly payments to host communities. The city of Windsor is one of them and has been allocated just over C$2 million to host Caesars Windsor Casino in the fourth quarter ending March 31, 2023.

 

The City Contribution Agreement allows OLG to share a portion of its gambling revenue with communities hosting casinos statewide. These payments are based on a formula that applies consistently to all sites in Ontario using a rating scale of gaming revenue at each location. Since 1994, OLG has provided over C$2 billion in non-tax revenue.

 

This week, The Crown Corporation, which oversees gambling and lotteries in Ontario, reported sending a total of C$28,753,394 in casino allocations to 29 host communities. The city of Windsor, home of Caesars Windsor Casino, received a payment of C$2,099,912 for the three months ending March 31, 2023 or the fourth quarter of 2023.

 

For the entire OLG fiscal year from April 1, 2022, to March 31, 2023, the City collected approximately C$9.4 million in non-tax gambling revenue for casino attraction. And since its inception in May 1994, a total of 82 million Canadian dollars has been awarded to the region. This money is useful because it is reinvested in the city's economic and capital projects.

 

According to Peter Bethlenfalvy, Ontario's finance minister, payments made by OLG's Local Government Contribution Agreement are contributing to the development of strong communities where individuals and families can experience a better standard of living. Bethlenfalvy said the fund helps provide local initiatives and essential infrastructure, and thus significantly benefits municipalities hosting gaming facilities.

 

Currently, Windsor Casino is operated by Caesars Entertainment, but recently, OLG has launched a pre-qualification request. This will allow Crown Agency to hear from third-party companies interested in taking over as the day-to-day operator of the property. The current operator contract with Caesars is expected to expire sometime in 2025.

 

The pre-qualification request is the first step in the procurement process to select a new operator for the amenity to carry out the day-to-day game operation. OLG can pre-qualify potential proponents based on their previous experience running casinos of this size. Those who have advanced at the first stage will advance with a request for an offer.

 

Earlier this year, gaming amenities also debuted retail sports betting through Caesars Sportsbook. The introduction was celebrated by its main supporter, Unifor Local 444. According to the union, the new game additions will provide 100 to 150 jobs at various locations, such as bartenders, kiosk workers, food services, and more.
