Phoebe was born with a curse placed upon her, resulting in her body becoming extremely frail. This matter was due to the discontentment of Gallagher's business partner after losing an argument. Thus, they part their ways as they landed the curse on the baby Phoebe back then. Phoebe was initially a cheerful girl, filled with smiles akin to sunshine; bright and shining. Yet, however, it all began to fade away as her parent restricted her to go outside. Always confining her in the household and allowing only limited places to be visited. It was truly hard to convince her parent after the letter of admission from Hogwarts came, resulting in her joining the school at a late age - 2 years later than the proposed age. She has grown to be such a manipulative lady, seeking greatly for power by all means including dark arts as well. Humble at first sight yet unfaded to dispose if it was not beneficial to her.

The Gallaghers had been supporting the Dark Lord during the First and Second Wizarding Wars. Although at the end of the war, they helped behind the curtain as to why easily turn their path to defect. The family still remained powerful, however, returned a verdict of not guilty and being pardoned, they were not sentenced to be locked in the Azkaban. The family was descended from a long line of pure-blood wizards and witches, the majority of whom studied at Hogwarts School of Witchcraft and Wizardry and were put into Slytherin House according to the sorting hat. One should not question the familyβs wealth, the amount surely beyond the expectation. Despite being issued for the violation of illegally selling dark magic stuff, the family kept opening their business after they won the trials (more cautiously, of course). Phoebe were both raised with strict restrictions as the family was upholding the term that the superiority of the pure-blood. They are very much likely to disdain the muggles and half-bloods.
