I'm not sure my opinion matters on it, but it's an interesting question.
Proxying is one of the most detrimental forms of cheating on this site, and I believe it deserves harsh punishment, especially given the current state of our player base. We all know that it's explicitly against the rules, and the community is small enough that leniency isn’t really necessary or helpful.
When players cheat, legitimate players - especially casual ones - often leave. Most won't even realize they're being colluded against, but they start losing more, enjoying the game less, and eventually stop showing up. Those who do recognize it usually don’t want to pick a fight with cheaters; they just leave. There are many alternative games that they can play, that are properly moderated. Given how small our player base is, we need to keep every honest player we have left.
What we really need is active moderation to quickly ban cheaters and discourage further cheating. The way things have been in recent years, cheaters can continue their behavior for extended periods without punishment or even a hit to their reputation. They get to keep their accounts, their trophies, and face little to no consequences.
For a first offense, I’d suggest a one month ban on the main account, and a permanent ban on the proxy. This can be adjusted based on the severity.
If someone is caught proxying a second time, all their accounts should be permanently banned. They can start over on a new account if they wish to continue playing.
Excessive cheaters, like Aleksa/Generalstab, should be retroactively banned. This kind of precedent could help clean up the player base.
In this particular instance, I'd suggest banning vino for a month, and permanently banning zoid due to his extensive history of cheating. And it goes without saying, but mods participating in cheating should be unmodded on the spot.
