A study by Jeff M. Jones at https://objectivelists.com/2022/06/26/countries-with-the-most-conservative-laws/ measured the relative conservatism of countries' laws with the following legal categories. The methodology is similar to this, but I have changed the scale to 0-120 and accounted for updates since it was published in June 2022. The areas are:

Countries with the Most Conservative Laws
The top 10 countries with the most conservative laws are all predominantly Muslim, because many of them have Sharia law. They are shown below:

Out of the countries that are not predominantly Muslim, North Korea is the most conservative. This is not especially suprising since it is a totalitarian dictatorship. The next such countries are all former British colonies in Africa: Tanzania (34% Muslim), Ghana (20% Muslim), and Zimbabwe (<1% Muslim).
Countries with the Most Liberal Laws
On the other hand, the 10 countries with the least conservative laws are predominantly Christian and are either in Europe or Latin America.

Although most predominantly Muslim countries have very conservative laws due to their application of Sharia, not all predominantly Muslim countries are ranked as more conservative. In fact, Guinea-Bissau, which is a Muslim-majority country in West Africa, is at 15th with a score of 21 and has more liberal laws than most European countries. The next such country is Albania, which has a score of 35.5.
