To combat illnesses, lessen environmental impact, feed the needy, utilize less and cleaner energy, and create safer, cleaner, and more effective industrial production processes, recent biotechnology has developed ground-breaking goods and technologies.

In order to assure the fair and open promotion of biotechnology on a worldwide scale, treaties, agreements, and guidelines have been created; nevertheless, these procedures fall short of offering the monitoring required to encourage the responsible conduct of biotechnology-related research. This is due to the fact that either these international procedures have not been routinely updated, failing to keep up with current technical advancements, or they are insufficiently skilled and underfunded to keep track of improvements in global biotechnology.
Additionally, there are no binding international biosafety and biosecurity standards that all research labs must follow, and there is no system in place to establish responsibility or establish the right processes for evaluating liability claims when studies go wrong. For instance, given the lack of a verification and monitoring procedure, member parties to the BWC can only confer with one another or protest to the UN Security Council when state actors intentionally abuse biotechnology.
