"No fee for MoneyPass ATM Withdrawals in the U.S."
Then the 'Contract' says there is a $2.50 fee per withdrawal...

This proves a deliberate deception to acquire value = criminal fraud by PayPal & whoever is involved in putting together this promotion.  They are purposely deceiving people by claiming 'no fee', then they change it in 'the fine print' 2 trick new account 'victims' into getting charged many 'fees' they were not expecting.  It's like if a salesperson at a $tore says a product has certain features, then you discover they were lying to you and it has different, inferior features.  It's a criminal offense, like 'bait & switch' & other $cams.  They should modify the two so they are consistent. If there is to be a fee, don't say there won't B 1.  According 2 the FIRST (topmost) offer, these places won't charge ANY withdrawal fee:

So which is it?  Is there a fee or not?  Your promotion and contract are inconsistent (they do not match terms).  If you charge me withdrawal fees at the locations listed, you are committing criminal fraud (U R lying in the original offer 2 generate 'fees' via trick), and I'll be reporting it to the government for prosecution.  I saved everything so have the evidence for them to investigate.
