Transcript of a short speech by Mullah Abdul Ghani Baradar Akhund, Political Deputy of the Islamic Emirate of Afghanistan and Head of the Political Office at the Troika Plus meeting held in Doha yesterday:
In the name of Allah, Most Gracious, Most Merciful
Assalamu Alaikum Warrahmatullah Barakatah to the esteemed participants of the meeting.
I am happy to be here today to solve the problems of our dear country. I welcome all of you, and thank you all for coming here to solve the problems of our country.
We are committed to resolving disputes through dialogue, and we have proved this in practice. Talks with the United States, reaching a conclusion and then starting intra-Afghan talks are clear reasons for this. In fact, the establishment of the political office is for the reason that we want to solve problems through understanding.
The two main goals for which we have started the struggle are the independence and freedom of the country, which are in the process of being fulfilled. - Insha'Allah - and the establishment of an independent Islamic system in accordance with the values of the people, which is the desire of the entire nation, and has been working for this purpose for forty years Have made many sacrifices. We cannot and will not go beyond these goals.
We do not want a monopoly of power, but an inclusive Afghan central Islamic system in which every stratum of the nation has the opportunity to serve on the basis of merit. Be free from any corruption.
All citizens will be equal before the law, no one will be above the law.
We are fully committed to international principles, human rights, minority rights, women's rights, freedom of expression and all rights of citizens in the light of Islamic principles and the highest interests of the country and the people.
In particular, I must say that women have the right to education, the right to work, the right to property and trade, and the Islamic Emirate will guarantee all their rights in the light of Islamic principles and national interests, as well as the rights of minorities. No one should worry about this, and not fall prey to propaganda.
Unfortunately, for the last 20 years, we have been subjected to poisonous and false propaganda, and it is still going on, but now it has gained even more momentum, act with is in light of the facts not according to the enemy's propaganda.
The Islamic Emirate of Afghanistan is a reality and a representative system of the Afghan people, which should be viewed in the same light. And it is clear to all that there is only one Islamic Emirate in Afghanistan that has brought security, and will bring more. If it serves the people, it will be the same Islamic Emirate.
Other than that all of you have experienced all others in twenty years, their personal interests are important to them. They don't care about the people and the country. Our call on the international community is to work for the solution of the problems of the Afghan people in the light of these realities.
The leaders of the Kabul administration do not want peace and tranquility, their own interests are important to them.
From the beginning of the intra- Afghan talks, they launched a high-level propaganda against peace and negotiations, as you all know. They delayed the release of prisoners for six months, wasting three months in forming procedure for talks.
They are Still wasting time on various excuses. First they said we don't want a mediator, we agreed.
Now they have raised the issue again to waste time, we agreed with them as much as possible. That the mediator will help in times of need, as long as we can solve our problem on our own.
There is no need for mediator's participation in meetings. Mediator will come when the need arises, and if it deems appropriate for us that if no agreement is reached in the the meetings then the mediator will attend the meetings to resolve the problem.
It is clear to all that we are committed to the progress of negotiations and peace talks and in good faith, During Eid al-Adha, the operations were suspended for three days, although we did not announce but release of up to 300 prisoners happened.
But instead of taking a step, the Kabul administration declared war, raising slogans of war and fighting , which paved the way for retaliation.
Unfortunately, the international community is silent on the Kabul administration's crimes and declaration of war and Must fulfill its responsibility in this regard.
Responsibility for the current situation lies in the fact that the agreement was not fully implemented, the withdrawal of forces was delayed beyond its scheduled time in violation of the agreement. The blacklists are still in place, the prisoners are still in prisons, and according to the agreement, these two issues should have been resolved sooner.
We have done our part from time to time to improve the situation and move the peace talks forward, the best example of which is the three-month reduction in violence period.
Mr. Khalilzad and the Pakistani envoy are witnesses that we talked about a reduction of violence period apart from the agreement, where we repeatedly said that we would not attack the provincial capitals, we would not carry out operations on districts. We will not carry out martyrdom operations, we will not carry out major offensive operations.
But in return the clauses of the agreement that have not been implemented will be implemented, but unfortunately no one accepted this proposal. If this proposal had been accepted, most of the problems would have been solved by now.
It is true that in less than three months the issue would have been finally resolved or not resolved.
But it is certain that three months reduction in violence period would have been a good development, if it had been implemented properly, it could have paved the way for solving more problems. Because not all work is done one by one, problems are solved gradually.
Another major violation that is still going on is the US airstrikes, which are against all principles. We have assured the whole world, especially the US, that no individual or group will be allowed to enter Afghanistan and no one will be allowed to use the soil of Afghanistan against the security of any country.
But the American bombardment, which is both against the agreement and against other international principles, is still going on. We have been patient and If this action is not stopped, the problems will surely increase. I make it clear that then the responsibility will fall on the person Which acts against all principles. Neither the United States nor any other country has the right to bomb our country, kill our people, destroy our public facilities, destroy our villages and homes.
The fate of the Afghan people will be decided by the Afghans themselves. We appreciate the role of the international community in this regard. And we listen to everyone's advice and opinions. Of course, we do not allow foreign interference, and no one should interfere in our affairs. No one has the right to impose anything on us from outside. Or stand make us stand against each other.
I must say that our nation has been suffering for forty years, it is facing many problems, we ask all the international community especially you, to help and cooperate in the reconstruction of our country and to help our people, especially in the health and education sectors.
Finally, I would like to thank all the participants once again, who have come here to solve the problems of our country.
