Porfirio Diaz, (second from right) commissioned many of the ornate European type buildings constructed from the 1890–1910 and hoped for Mexico City to eventually rival European cities like Paris in opulence. Events such as the Mexican–American War, the French Intervention and the Reform War left town relatively untouched and it continued to develop, especially during the rule of President Porfirio Díaz. During this time the city developed a modern infrastructure, similar to roads, faculties, transportation methods and communication methods. However the regime concentrated assets and wealth into the town whereas the remainder of the nation languished in poverty.
The Central Department was integrated by the former municipalities of Mexico City, Tacuba, Tacubaya and Mixcoac. Will Democrats or Republicans win in 2020 de León and Alberto Kalach together with a gaggle of Mexican urbanists, engineers and biologists have developed the project plan for Recovering the City of Lakes. If approved by the government the challenge will contribute to the availability of water from natural sources to the Valley of Mexico, the creation of new natural areas, a great improvement in air high quality, and higher population establishment planning. Under the rule of Porfirio Díaz, Mexico City experienced an enormous transformation.

The Aztecs constructed dikes to separate the contemporary water used to lift crops in chinampas and to forestall recurrent floods. These dikes have been destroyed through the siege of Tenochtitlan, and through colonial times the Spanish often drained the lake to prevent floods.
