Ok let's think together on your question:
Is God sovereign or is He constrained by forms of government and the elected officials ?

(1)
God is constrained by His Laws issued by Him and observed by Him. That's is why He said that punishment for sin is death and because of that, He should kill the Only Son because His Son decided to take all sins of the world...sins of Christians. He should kill a guilty person.....in hell, and the Lake of Fire. This is why the Son of God took our sins on the Cross and went to hell after death. But He has now the key of hell. And He saved those criminals from hell who decided to believe in Him during His rescue operation in the prison called "hell".

(2) There is a kind of government in "heaven". The King is God. His Son and the Holy Spirit are in submission, a sort of subordination. Military: "Angels" or in other words "fighters from the Army Of God" are governed by God alone and the 1/3rd of them are rebels (or in other words "the fallen angels") are constrained to move in the universe after the War in heaven lead by the Archangel Michael. They are restrained to be on our planet. But they can visit God in 'heaven" in the universe upon His request (as per Job).
Daniel 7:9
"I kept looking Until thrones were set up, And the Ancient of Days (GOD) took His seat; His vesture was like white snow And the hair of His head like pure wool (HE HAS WHITE HAIR LIKE HIS SON IN REVELATION 1). His throne was ablaze with flames, Its wheels were a burning fire.

(3) Before the throne of God in Heaven there is a sea of glass, clear as crystal.” Since God dwells in “unapproachable light” and is one “whom no one has seen or can see” (1 Timothy 6:16). We know about two Thrones of God. May be there is the third throne too for the Holy Spirit... but God did not mention it.
Revelation 5:6 tells us that in heaven, the Lamb (the Son of God) stands in the center of the throne and there are descriptions of Him clothed in brilliant white..His legs are like metal and eyes like flame of fire and white hair (Revelation 1)....

And note this: The Son of God says to us:
To the one who is victorious, I will give the right to sit with me on my throne, just as I was victorious and sat down with my Father on his throne.

The one who conquers, I will grant him to sit with me on my throne, as I also conquered and sat down with my Father on his throne.

Actually Jesus says here that He is READY to share His authority with us because He made us to be kings and priests and heirs...His heirs and sons (Revelation 1).

Revelation 20:6
…they will be priests of God and of Christ and will reign with him for a thousand years.

Revelation 12:10
Then I heard a loud voice in heaven say: “Now have come the salvation and the power and the kingdom of our God, and the authority of his Christ.

Revelation 7:10
And they cried out in a loud voice: “Salvation belongs to our God, who sits on the throne, and to the Lamb.”


Revelation 21:22
I did not see a temple in the city, because the Lord God Almighty and the Lamb are its temple.


Revelation 11:15
…“The kingdom of the world has become the kingdom of our Lord [God] and of his Christ [Jesus], and he will reign for ever and ever.”

Revelation 22:1
Then the angel showed me the river of the water of life, as clear as crystal, flowing from the throne of God and of the Lamb.

Revelation 5:13
…“To him who sits on the throne [God] and to the Lamb be praise and honor and glory and power, for ever and ever!”

Rev 20:4:
I saw thrones on which were seated those who had been given authority to judge (THEY ARE CHRISTIANS) . And I saw the souls of those who had been beheaded because of their testimony about Jesus and because of the word of God. They had not worshiped the beast (THE ANTI-CHRIST) or its image and had not received its mark on their foreheads or their hands. They came to life and reigned with Christ a thousand years. DURING THE MILLENNIUM REIGN OF JESUS ON OUR PLANET...SOON...

So saints or Christians will reign on our planet with Christ. This means Christ will establish His government on our planet soon during the Millennium.
Daniel 7:27
Then the sovereignty, the dominion and the greatness of all the kingdoms under the whole heaven will be given to the people of the saints of the Highest One; His kingdom will be an everlasting kingdom, and all the dominions will serve and obey Him.'

Jesus says to His disciples:
Matthew 19:28
Jesus said to them, "Truly I tell you, in the renewal of all things, when the Son of Man (JESUS) sits on His glorious throne, you who have followed Me will also sit on twelve thrones, judging the twelve tribes of Israel.

We see here that 12 disciples will be judges/government with Christians during the Millennium.

1 Corinthians 6:2
Do you not know that the saints will judge the world? And if you are to judge the world, are you not competent to judge trivial cases?
Do you not know that we will judge angels? How much more the things of this life!

Now look at that:
Revelation 4:

And immediately I was in the spirit: and, behold, a throne was set in heaven, and one sat on the throne.
And he that sat was to look upon like a jasper and a sardine stone: and there was a rainbow round about the throne, in sight like unto an emerald.
And round about the throne were four and twenty seats: and upon the seats I saw four and twenty elders sitting, clothed in white raiment; and they had on their heads crowns of gold.

And before the throne there was a sea of glass like unto crystal: and in the midst of the throne, and round about the throne, were four beasts full of eyes before and behind.

NOTE: Surrounding the throne were twenty-four other thrones!!!

the twenty-four elders fall down before the One seated on the throne, and they worship Him who lives forever and ever. They cast their crowns before the throne, saying:....

What we see here?
God shared His authority with a kind of government in Heaven. Who are they? People or not? He gave them crowns...

Surrounding the throne there were also twenty-four other thrones, on which sat twenty-four Elders clothed in white robes, with victors' wreaths of gold upon their heads.

Summary: There is a government in heaven. God shared His authority with kings/saints/the godly people/ prophets of the Old Testament.

They are more worthy to take part in counsels of God in the universe or in other words in "heaven". Other "small kings" will judge the fallen angels and sinners too.

We will see all that soon.. every one will stand before the White Throne of the Son of God Jesus...soon.... even christians and believers...

But what I told you in this conversation is more important for you to get your crown and to be a winner and a king to share God's destiny and vision. Soon..Many of us will be losers...we will not win. May be you as one of us will win a crown. This is why we encourage you to be HOLY and a godly son of God in this world..like God. Amen.
