  الحمد للہ والصلاۃ والسلام علی رسول اللہ و علی آلہ واصحابہ ومن والاہ ۔

قال اللہ تعالی : يَـٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوٓاْ أَوۡفُواْ بِٱلۡعُقُودِ‌  (المائدۃ / 1 )

Allah the Almighty created Mankind and Jinn for his worship and servitude and inhabited them in this universe and made all the things of the universe to the disposal of men and Jinn so they can utilize it and live their lives easily and also made clear the purpose of the creation of Mankind and Jinn

وَمَا خَلَقۡتُ ٱلۡجِنَّ وَٱلۡإِنسَ إِلَّا لِيَعۡبُدُونِ ( الذاریات / 56)

Translation: I created men and jinn to worship me (Surah Adh-Dhariyat 56)

Allah provided men a complete code of life, with such instructions, codes and laws which covers Men in both spiritual and material world.

Since the goal of Tehreek e Taliban Pakistan is to implement the code of life given by Allah in the individual and social life of Muslims and to defend from the enemies attacking the religion and lands of Muslims under the guidance of Islamic Law, therefore the structure of Tehreek e Taliban Pakistan must be an Islamic one and every member of the Tehreek is obliged that after being Muslim his character, attitude, living style and his struggle must also be according to the Islamic code of conduct.

Therefore, the leaders of Tehreek e Taliban Pakistan have tried to correct the direction of Tehreek keeping in view the basic principles of Islam and under the light of holy laws and hence compiled this Manual. This manual tried to formulate guidelines regarding the internal issues of Mujahideen, Targets, Self Sacrificial attacks, prisoners, spies and spoils of war according to Quran, Hadith and Islamic Law.

In these guidelines it is tried to envision the destination of Tehreek because travelers with a goal does not go astray. A movement whose goal is not clear usually run in chaos during its journey and fell apart while deviating from the right path.

Every member of Tehreek regardless of being a commander or soldier is obliged to comply with these guidelines because the violation of codes and principles is the main cause of the destruction of movements and organizations. As the violation of principles leads to grouping and chaos in the movement whose definite outcome become defeat.

Allah the almighty says:

 وَلَا تَنَـٰزَعُواْ فَتَفۡشَلُواْ وَتَذۡهَبَ رِيحُكُمۡ‌ۖ وَٱصۡبِرُوٓاْ‌ۚ إِنَّ ٱللَّهَ مَعَ ٱلصَّـٰبِرِينَ ( الانفال / ٤٦)

Translation: and do not dispute [thus] you lose courage and [then] your strength would depart; and be patient. Indeed, Allah is with the patient.

And the Prophet (PBUH) says

الجماعۃ رحمۃ،  والفرقۃ عذاب ( طبرانی حدیث نمبر 84 )

Translation: Unity is blessing and disorder is calamity

Furthermore, the state of codes and principles established under the light of Sharia are like a covenant whose following is obligatory and the violation of such covenant will lead to defeat and humiliation in this world and the world after. Among others the biggest reasons described in Holy Quran for the humiliation of Bani Israel and their deprival of having authority on land was violation of covenants.

The Prophet (PBUH) said in a Hadith narrated in Tibrani no10830

خمس بخمس، قالو: یا رسول اللہ وما خمس بخمس، قال: مانقض قوم العھد الا سُلط علیھم عدوھم

Translation: “Five for five.” (The Sahaba) asked: “what is five for five?’” Prophet (PBUH) replied “Never people break the covenant but Allah has put their enemy on them.

Similarly the status of these guidelines is equivalent to legislation and obeying it is compulsory in Islam unless a law contradicts the Sharia.

Therefore for every person who associates himself with Tehreek following these principles is obligatory and disobeying it will cause humiliation in this world and the world after.

These guidelines are for all members of Tehreek as for the departments separate instructions manual will be compiled by will of Allah.


Chapter 1: Principles and Instructions about the internal affairs of Mujahideen


  1. A person who is given any responsibility must possess following qualities.

 Planning, Piety, bravery, kindness, generosity, especially capability and honesty.

Capability means that he could manage the task and honesty means that he should work with sincerity and should not do corruption.

  1. The obedience of Relevant Ameer is obligatory upon every Mujahid and on the Relevant Ameer the obedience of Ameer of the area is obligatory and on Ameer of the area the obedience of Central Ameer is obligatory.
  2. The obedience of Ameer is Obligatory in all Ijtihadi (The possibility of finding a new solution in the light of Quran and Sunnah to a judicial problem) matters only if his order is not against the orders of sharia, prudence and common discipline.
  3. Ameer will treat all subordinates justly and the subordinates will listen and obey him according to Sharia.
  4. All the current responsibilities are "Special Responsibilities". Therefore, all the Responsibles have limited right of power. They must not exceed the limited right that has been issued to them. Therefore, any responsible should not interfere in the area and responsibility of other Responsible. However, if a Responsible wish to carry out an operation in the area of other Responsible than he has to seek permission from the Relevant Responsible and He will listen and obey the Relevant Responsible while operating in his area of command. Provided that the Relevant Responsible is active is that particular area.
  5. It is necessary for the Mujahideen to reduce the number of war fronts and enemies.
  6. If a Responsible is dismissed from his responsibility then he is obliged to accept his dismissal, but it is necessary to take the Shura of that area into confidence, while dismissing the Responsible of that area.
  7. The person who misuses the name of Mujahideen and inflicts harm to the groups then he will be punished according to his action.
  8. Protection against Disunity
  9. If in a group some brothers from other group are already present or new brothers arrive form villages, cities and madrassas then they can work in that group, provided that they will not interfere in their parental group.
  10. If any kind of dispute develops in a group, then the departments of the same group should try for reconciliation and agreement.
  11. If the departments of the group fail to bring reconciliation then the issue will be forwarded to Regional Regulatory Shura, if the Regional Regulatory Shura fails to bring a reconciliation then the issue will be sent to Supreme Shura in audio or written format. The issue will be examined in the light of the arguments "sent".

If the disagreeing- faction is on the wrong:

  1. Then the disagreeing faction will be distributed in group of two’s and handed over to different groups.
  2. After joining the new group there will be ban on them to interfere in their previous group.
  3. These brothers (disagreeing-faction) will not be given any Responsibility.
  4. The Headquarter will not attach these brothers (from disagreeing faction) with them.
  5. The disagreeing-faction can benefit from the general privileges of Tehreek Taliban Pakistan maximum for one year until the dispute is resolved.

If main group is on the wrong:

  1. If main group is on the wrong and it is not ready to accept the legal and principle decision, then Supreme Shura will dismiss the Ameer of the main group keeping in view the interest of Tehreek and general benefits or the disagreeing faction will be handed over in the form of a group to any other main group.
  2. The group allotment will be the prerogative of the Supreme Shura.

Note:  These (all mentioned above) clauses are not for the brothers who deserted the groups in the past. Their matter will be decided as per the Tehreek-Mehsood Pact, instead.

  1. If a Responsible possess any group or facilitator already in an area, he has to introduce all of them to new appointed Responsible (of that area) and all the brothers have to listen and obey their new Responsible and follow his instructions.
  2. Military Shura will devise a war plan for the area considering the strength of Mujahideen and enemy and geographical features of the terrain, on the instruction of Supreme Shura.
  3. If the Military Shura decides to neutralize the strength of enemy in an area and for this mission if they need to assemble the Mujahideen, then it is compulsory for the Mujahideen to obey them. Military Shura will bound every group to provide armed brothers for the targeted area according to their capacity.
  4. Military Shura will keep track of the condition and necessities of Mujahideen ofall areas and all the Mujahideen will cooperate with Military Shura in terms of targets and reconnaissance etc.

Chapter 2 About the Detachments

  1. The Responsible of every group will form a Shura of competent and able brothers. The Shura should consist of at least 6 brothers. So that they can be consulted for important matters. It is compulsory to introduce these brothers to Supreme Shura.
  2. The Responsible of every group will appoint 2 well learned scholars as Judges. These judges will be officially linked to Central Court. These judges have to represent the records of their decisions to the Central Court after every 6 months.
  3. Mujahideen will not interfere in the domestic or general matters of Ansar (local people who provides shelter to migrants), In the land of hijra. However, if Ansar requests for cooperation in any matter then they can be cooperated in the form of reconciliation.
  4. In those areas where the existence and strength of Mujahideen is not revealed, judicial verdicts should not be given for the time being.
  5. The spokesman for Tehreek e Taliban Pakistan will be elected by Central Ameer and Supreme Shura. No one has the right to elect spokesman or accept responsibility (of operations) on their behalf. The Responsible of every area will introduce a brother from his group to the Central Spokesman. That brother will stay in contact with Central Spokesman and he will forward reports of operations to the Central Spokesman.
  6. The Responsible and Mujahideen of every area should create a Reformatory institution which should conduct reformatory speeches in centers of Mujahideen, they should correct their prayers and lessons should be delivered on supplication, remembrance of Allah and Sunnah of Prophet Muhammad peace be upon him.
  7. The dissidents who are in form of Mujahideen, if they want to join back Tehreek Taliban Pakistan, then Supreme Shura will formulate a solution according to " 20 point Tehreek-Mehsood pact" and according to the nature of dissident.

Chapter: 3 About the Targets

  1. All those anti Islam and anti-Nation institutions which are playing a key role in this war against Muslims, Mujahideen and Tribal, for example all security and law enforcement agencies Such as army, navy, air force, police, secret services, militia, khasadars, levies etc. and all the Legislative, Judicial (judges, lawyers etc.) and governance institutions are included in the targets of Tehreek Taliban Pakistan.
  2. Religious parties and their leadership and workers are not included in the targets of Tehreek Taliban Pakistan.
  3. Those Lashkars (Civilian Peace Committees) who openly fight against Mujahideen alongside army, are included in the targets of Tehreek Taliban Pakistan.
  4. Government economic institutions and Military economic institutions are included in the targets of Tehreek Taliban Pakistan.
  5. Those NGOs which are spreading obscenity in the country and spoiling the society are on the target of Tehreek Talban Pakistan.
  6. Those annul sects, about which scholars have issued fatwa of Kufr (infidel), not a person or a group from them would be targeted on the basis of allegiance to that sect. If that sect takes side of the government or army in this war and fight against Mujahideen or commit blasphemy against Islam, the Quran or companions of Prophet Muhammad Peace be upon him, then these sects will be targeted as a revenge.
  7. The education and health institutions are not included in the targets of Tehreek Taliban Pakistan.
  8. All these operations will be carried out according to the plan of Military Shura, in which complete details and layout of the targets and procurement of tools for the targets are prescribed.


Chapter: 4 About the Martyrdom Operations

  1. There should be a separate center for the ISTISHADEES (martyrdom seekers) of every group in an area. There should be an office on central level from where well-learned scholars will continuously deliver series of speeches.
  2. Martyrdom operation should be carried out only on very important targets. This great asset of Muslim ummah should not be wasted on worthless targets. Therefore, this task should be carried out through Military Shura. If ever martyrdom operation is carried out on an inappropriate target, then the brothers responsible for the attack shall be punished.
  3. The permission of Central Ameer and Deputy Ameer is mandatory for Martyrdom operation.
  4. Martyrdom operation will not be carried out on madrassas, places of Eid congregational prayers, markets, public places, general mosques and general funerals. Extreme precaution should be taken while carrying out martyrdom operation. Killing and harming public should be specially avoided. Punishment should be awarded to the responsible in case of negligence.
  5. Following aims and benefits should be considered while carrying out a martyrdom operation.
  6. The intention of martyrdom seeker should be pure and to achieve martyrdom.
  7. To arise the emotions of bravery and sacrifice among Muslims
  8. So that Kufr is humiliated and enemies of Islam are terrorized.
  9. So that Islam gains pride and Muslims show their steadfastness on faith.


Chapter 5: Rules regarding War Booty (Ghanimah)


The property that is seized by Muslims from Kuffars by force is called BOOTY.


  1. The four parts of booty will be given to Mujahideen and fifth part will be handed over to Central Ameer and Central Bait-ul-Maal (Central Treasury). The Khumas (fifth part) will be spent on the prerogative of Central Ameer.
  2. The Mujahideen who are given KIFALAH (stipend) and those who are not given Kifalah, all these are equal in war booty.
  3. Those brothers who participate in the battle and those brothers who could not participate in the battle but they have been present in the ranks (in the battlefield) of Mujahideen (awaiting to be dispatched), these all are included in war booty.
  4. Those brothers who participate in the battle from the beginning and those brothers who join the battle in the middle all these are included in war booty.
  5. Likewise, those Mujahideen who arrive in the Land of war for reinforcement, while the battle is going on and they are able to reach the Mujahideen who are fighting then these Mujahideen will be included in the war booty. Although they could not participate in the war physically and the battle had ended before they reached the battleground or the fort (camp) had been conquered (because the purpose of jihad is to terrorize the enemy).
  6. If people from any village take part in the battle with the Mujahideen then they will also be included in the war booty.
  7. If any Mujahid falls ill during the battle, then he will also be included in the war booty.
  8. If few brothers are ready for the battle but Ameer dispatches them to somewhere else as part of battle strategy, for example reconnaissance, espionage or ambush then these brothers will be included in war booty.


If any brother is busy in his personal matter or in a collective matter in that case, he will have no share in war booty.


  1. The Mujahid who is martyred before the war ended then he will have no share in the war booty, however the brothers should give something (to his heirs) as a good will. If he is martyred after the battle ended, he will be included in war booty and his share will be given to his heirs.
  2. If Mujahideen forcibly occupies the properties of un-Islamic institutions, then this property will be distributed as war booty and if the property is occupied without war and force then this property will be deposited in central treasury (Bait-ul-Mall) and then it will be spent in the expenses of MAAL-e-FAY. (Property won from enemy without a fight)
  3. The money which is occupied by Mujahideen by force or fighting from bank or while transferring form bank, then this money will be distributed as booty and if it is snatched without force or fighting then it will be deposited in central treasury. However, if this money is received by employees or labors then they will become its owners. Now this money is neither booty nor central treasury. If any Mujahid snatches away this money from labors, then that Mujahid will be penalized. Same rule applies to NGOs employees.


  1. The rules and regulations about NGOs keep on changing according to their role.
  2. If these employees work in such institutions whose employees come under the ruling of military institutions or they are disbelievers, then their property will be counted as booty.
  3. The property which is gained by Muslims from Kuffars without war and force is called MAAL-e-FAY.
  4. “Force” means those brothers who take the property from disbelievers by force, their minimum number is four and this operation is conducted by the permission of Ameer.

If the brothers are less than four in number and the operation is conducted without the permission of Ameer then this property will not be distributed as booty and this property will belong to those brothers who carried out the operation and it is not necessary whether there is war or not.





Chapter 6: About the people from un-Islamic institutions who surrender to Tehreek Taliban Pakistan


  1. Every Muslim as per his religious duty can preach to the employees of un-Islamic institutions, their supporters and peace committees to resign from these institutions, to refrain from befriending and cooperating so that they desist from such actions.
  2. If a person resigns from these institutions and refrains from supporting and befriending them on our call or due to his own religious zeal. So if he is a commoner, then it is mandatory for him to get a letter form the responsible of that area. And if he is a famous person or has inflicted major harms to Muslims then the local Responsible will give him a letter after the consultation of central Ameer so that all the Mujahideen are informed and he is not harmed in any other place. Then if he is killed or harmed by any Mujahid then he will be punished according to Islamic law. The Responsible of every area have to submit list of surrendered to the headquarter and Central Military Shura should be informed as well.
  3. If a person fails to fulfil his promises after surrendering or breaks the terms of amnesty, then his treaty is voided and the protection given to him is terminated. If Mujahideen are not satisfied on his re surrendering, then they must ask him for guarantor.
  4. Those people who surrender after resigning from un-Islamic institutions and repent but prior to repentance they had harmed anyone then in that case if this person happily compensates him it is accepted otherwise no institution or person can extract this compensation from him as a fine.
  5. If complete satisfaction is not achieved about a person then he will not be placed in the ranks of Mujahideen for a good reason. And if satisfaction is achieved then he can be placed in the ranks of Mujahideen but permission must be sought form Central Ameer.
  6. If a person is serving Mujahideen while working in un-Islamic institution, then such a person can be given “Special Protection” after seeking permission from Central Ameer, however, “General Protection” cannot be given. If some other group or faction of Mujahideen harm that person then the Mujahideen who have given him protection will not be responsible for this harm. Because he was not given “General Protection”. However, this rule applies to the person who already works in an un-Islamic institution and serves Mujahideen on the basis of relationship or saving his life or job. If a person is assigned to work in these institutions by the hierarchy of Mujahideen or when he was given a call, he had been ready to leave the institutions but Mujahideen asked him to stay in. Then in case of any harm to that person (by Mujahideen), he will be compensated by Mujahideen.
  7. It is invalid for Mujahideen to kill those who repent and surrender to Mujahideen from army, police and other services. In case if the above mentioned government servants do a notable achievement or bring with them weapons, then Mujahideen will not only give them protection but they will be awarded as well.



Chapter 7: About the Captives of Enemy

  1. If a person from the enemy is captured, then Central Ameer, Deputy Ameer and Supreme Council should be informed immediately. It is the prerogative of Central and Deputy Ameer whether the captive should be detained by same Mujahideen or others. Likewise, this the prerogative of Central and Deputy Ameer whether to detain the captive at the same place or another.
  2. If the captive is an original disbeliever, then it is valid to kill him or swap with prisoners or release him for a good reason or as a favor or exchange with ransom.
  3. If the captive is not an original disbeliever (apostate, zindeeq), then exchange with ransom is totally invalid according to Sharia. If he agrees to repent, then he can be swapped with other prisoners and if he does not agree to repent then he can be killed only.
  4. If an enemy combatant is captured, his killing is valid if transferring him to headquarter is difficult and dangerous or taking him to a safe place is impossible. If a person is a suspect and not yet recognized or if he is arrested in some personal matters, then killing of such a person is invalid. Enemy combatant refers to the personals of army, judiciary, parliament and governing institutions and similarly people from peace committees who evidently side government against Mujahideen.
  5. No captive will be punished through hunger, thirst, heat or cold rather captive will be punished as per sharia (killing or any other punishment).
  6. Only Central and Deputy Ameer has the right to penalize or kill anyone (according to Sharia). Judges from the groups should receive permission from Central or Deputy Ameer for penalized killing.


Chapter 8: Rules About the Spies


  1. If the accusation of spying is proved upon a person then he will be declared as Mischief Attempter and it is the right of Central and Deputy Ameer to kill him.
  2. One of the four methods is required to prove person a spy.
  3. The spy confesses the spying without any compulsion. OR
  4. The testimony of two witnesses against him and about the witnesses the judge is satisfied. OR
  5. The report of a fairest person who is not biased, refrains from major sins and not insists on minor sins.

However, there is difference between the proof of spying on the basis of report of fairest person and killing of the spy. OR

  1. Those signs which produce the strong probability of spying such as special gadgets of spying and other tools, which is used by spies for spying. Similarly, the signs and indications, however the strength and weakness of indications will be measured.

If the indications are weak then there will be remission in penalty and if indications are strong then there will be harshness in penalty and if the indications are so strong that they can lead to certainty, in that case if Central Ameer and Deputy Ameer finds a good reason then they can kill him.

60  Whenever a spy is arrested, he will be produced before Central Court and Investigation agency (immediately). The spy will be officially under judicial custody. Central court will examine all the indications(proofs) and then court will issue the order of detention and punishment. Mujahideen are not allowed to humiliate them.

61,  The confession will be untrustworthy if extracted after torture, punishment or harassment and crime cannot be proven using such methods.

  1. Mujahideen should not make such promises to the captives which they do not intend to fulfill. Similarly, they should not make a promise of protection because then their killing becomes invalid.
  2. If a spy confesses to have an accomplice, then the accomplice cannot be found guilty because of the confession of the other, until he is found guilty by any of the earlier mentioned four methods.
  3. If someone is accused of spying but his crime cannot be proven by any of the four methods, however Mujahideen feel alarming and have suspicions about him then the Responsible of the area with a consultation of a veteran can exile him to a place where he is not dangerous for Mujahideen. OR

The trustworthy and his well-wisher of that area should be taken as Guarantor. OR Confiscate his property in case if he does some mischief, espionage and then refuse to appear (before court).


Chapter: 9 About Tehreek Taliban Pakistan and its Policy


  1. A Mujahid or Responsible who belongs to Tehreek Taliban Pakistan will not keep any kind of contact with those people and organizations which have differences of ideology and belief with Tehreek Taliban Pakistan.
  2. Addition and deletion in administrative matters of the policy of Tehreek Taliban Pakistan is the prerogative of Supreme Shura.
  3. The violators of the policy will be punished accordingly by Tehreek Taliban Pakistan.
