Is this scandal enough for the Botschaft or Deutsche Welle in Skopje, or how important is Stevica Josifovski to Zoran Zaev?


At this moment there are interesting regroups at the management board in Makedonski Telekom especially on the appointment for the COO post. The first name that pops up is Stevica Josifovski, lawyer and current chief of the legal team of the ruling party SDSM. He was a former
employee of Telekom and former Head of the Legal Department since 2014 who is currently running a law firm, also with a former Telekom employee Sanja Milanovic.

The other one rival is the current COO of Telekom, Nazim Bushi, important figure in DUI, the main coalition partner of SDSM. Mr. Bushi and his family members are long lasting political figures on the political scene in Macedonia since 2002. For mr. Josifovski there are deep conflict of interests to be appointed on the COO post. There is a wide speculation in the Governmental Commission for market protection that mr. Josifovski is looking for the COO job in order to settle law suits that he raised during the last two years. He is lobbying to the Telekom vendors to raise law suits against Telekom in order to resolve them when he would be appointed as a COO and get certain financial compensation for
that activity both from Telekom and from the vendors. For example the amount of compensation can get up to 200.000 euros just from one case from one of the vendors. The current COO Nazim Bushi is aware of this activities and wants to protect the company and keep his seat.
Primeminister Zoran Zaev is risking even to have fight with his coalition partner DUI just to put in place Josifovski as a COO instead of Bushi with the argument that Josifovski knows all the loopholes in the Telekom's contracts and can literally bury the company with legal fines. On the
other hand, Deutsche Telekom is currently forcing compromise to cut the COO position and to please both parties with seats on the management board. Mr.Josifovski as a former employee in the Governmental Commission for protection of the market competition still holds mayor influence in this body and through the body, backed with the political power, plans to fight Deutsche Telekom if they not please his ambitions to be assigned as a COO.

How does he plans to do this?


Let's get back three years ago when then opposition leader Zoran Zaev publicly announced wiretap conversation from then governmental members led by Nikola Gruevski. Mr. Josifovski was the legal advisor who heard the tapes along with mr. Zaev to discover in which tapes there were elements of crime to be charged. Soon after the technical government was set, mr. Josifovski was appointed as a legal representative of then opposition party SDSM to the State Election Commission for appeals on the election posts that was lost by the party, mainly in places where dominantly the ethnic Albanian live.

In meantime he was proclaiming himself as an telecommunication expert who opposed the merging of then two other mobile operators Vip and One and was publicly again and calling his former Commission for market protection to stop the merging. All these activities and the wind in his back from the primeminister Zoran Zaev is putting enormous pressure on the newly appointed management of Makedonski Telekom to return Stevica Josifovski to Telekom but now as a COO. 
All of these activities are unseen for the German management culture and are kept out of the public just because of the role of the team of mr. Zaev that included former employees of Telekom and the Macedonian Secret Police in discovering the wire tapes scandal after which heoverthrow the previous government. Even if Deutsche Telekom accepts mr. Josifovski as a new COO they will have to go through a vetting procedure from the Compliance Department of Deutsche Telekom. At this moment there is no reaction from the German Embassy in Skopje or from  the german backed media portals like Deutsche Welle which were the biggest critics many years of the corruptive and abusive behavior of the former Government.
