Your core problem has been, and always will be (unless changed), that some offenses have higher damage than others. I.E, taijutsu being OP, and genjutsu being UP.

Now hold on here. The main argument against high-damage offenses has always been, "But GunZ, doesn't high damage mean low effects?" Yeah, it does. High effects pay off if you can deal similar damage in the end. The problem with the battle formula, however, is that current HP (compared to the maximum) DOES have an effect per round. It lowers your damage if your HP is lower than your maximum, proportional to the amount of HP you have.

Have you ever noticed how first-round hits are always highest? This is because, as your HP gets lower, you hit for less damage. Therefore, first round damage with a high damage move will set your opponent back for the rest of the battle. No offense that deals less damage will ever catch up, as they will continue doing less damage, even when their effects supposedly "make up" for their low damage. This is not calculated into baseline.

So when damage is heavily stratified - Tai ALWAYS does more than weapon, weapon ALWAYS does more than Nin, and Nin ALWAYS does more than gen, then tai, which is at the top of the damage charts, will always be OP.

There are two ways to fix this.
The easiest way would be to reverse the desperation. As in, the lower your HP gets, the higher you hit.That way, hard first-turn damage helps the person who has more in effects. All that would be required would be a positive number for desperation instead of a negative number.

The second, less feasible way to fix this, would be to calculate the value of desperation into jutsu power. However, as desperation's number changes EVERY round (your HP will always change each round) the number is impossible to calculate.

 

TL:DR?

Tai is more OP than weapon, is more OP than nin, is more OP than gen.

Fix desperation like I've suggested, and you'll have fixed TNR's balancing issue.
